Generally speaking, priority populations are those which may be at risk for a disproportionate amount of harm from gambling related harm as compared to the general population. This increased risk is often due to differences in social determinates of gambling, or lack of appropriate awareness/prevention/treatment strategies.
In Canada, research suggests that groups which might be at an increased risk for experiencing gambling related harms include: northern, rural, and Indigenous peoples, children and youth, older adults, veterans, immigrants and new Canadians, and communities experiencing poverty and homelessness.
