This report summarizes a four year program of research into gambling-related harm, by the Behavioural Insights Team's Gambling Policy and Research Unit (GPRU). The program ran 26 projects on topics such as understanding gambling decisions, improving support, and creating a fair and safe sector. The GPRU's work informed the UK Government's Gambling White Paper (2023) and contributed to policy consultations.

Key findings include:

  • Most people want appropriate consumer protections, rather than bans.
  • Gambling environments often overlook consumer protection and focus only on engagement.
  • Simple interventions can help to reduce risky behaviour (e.g., clearer activity statements and loss-framed odds).

Recommendations include:

  • More transparent data sharing and collaboration with other sectors.
  • Anticipatory regulation to address new products and advertising channels, and prioritize consumer wellbeing.
