White Papers

Author(s): UK Department for Digital, Culture, Media, & Sport

Year Published: 2023

Date Added: April 29, 2023

Resource Type: White paper

This report by the UK government outlines areas of gambling regulation to be updated. The report follows a call for evidence that the government held to modernize legislation in the 2005 Gambling Act. Areas of focus in the report are:

  • online protections
  • advertising, sponsorship, and branding
  • the powers and resources of the Gambling Commission
  • dispute resolution and customer redress
  • children and young adults
  • land-based gambling

Major changes to regulation include affordability checks at moderate and high spending levels, stake limits of between £2 and £15 per spin on online slot games, and a a statutory levy paid by operators to fund research, education and treatment of gambling harms (see page 12 for a table summary of key proposals and next steps).
