This paper was produced by an expert group comprised of members of the Gambling Commission, GambleAware, and the Responsible Gambling Strategy Board. The purpose of this work is to address gambling-related harms in Great Britain by developing a framework for policy and regulatory action. The group outlines necessary discussion points needed to establish this framework, including;
- providing a consistent definition of gambling-related harms to be used in British policy and practice;
- considering how gambling-related harms may be better understood, measured and monitored; and
- exploring whether it is possible to attach some estimate of the social cost of gambling-related harms and make recommendations about how that may be done.
The paper is meant to be conversational in tone and is not intended to be a definitive account for any of the organizations involved.
